Here are tools used for charting customs. You'll want to grab everything from the basics category, and at least one of the building tools before you start.

The main program most people use for Rock Band customs, and the program recommended by Harmonix themselves. It is a full digital audio workshop, and can be used for the charts themselves and the audio of the song in one. Nifty!

After installing Reaper, you'll need this plugin to install the Rock Band preview tools and to configure the program itself to work with charting.

This Reaper template is set up based on the original Rock Band authoring template, with streamlining and fixes to hopefully make the charting prosess as managable as possible.

To install, put it under //C:\Users\username\AppData\Roaming\REAPER\ProjectTemplates//. It can now be accessed in Reaper itself under //File -> Project Templates//.
